Carla R. Williams is Director of the O’Connell and Aronowitz Healthcare Consulting Group since the program’s launch in 2013. Before joining O’Connell and Aronowitz, Carla was a Deputy Director at the New York State Department of Health. She has 30 years’ experience in the healthcare arena and in depth understanding of the complex healthcare regulatory and economic environment.
With a record of leadership in the private and public sectors, Ms.Williams brings a background in operational, governmental and management issues impacting the entire health delivery system with special expertise in long term care. Prior to her role with Department of Health, Ms. Williams’ career activities included startups in both the NFP and home care sectors, policy development and governmental affairs related to health and long term care, and grant and project implementations associated with healthcare delivery.She has also held policy positions in both the New York State Senate and Assembly.
Carla’s work with O&A Healthcare Consulting Group clients, including nursing homes, assisted living facilities, clinics and trade associations, has included: Nursing Home review, comment and development of Certificate of Need applications related to new services, as well as policy and procedure review to improve operations, systems and quality. For Home Care clients she’s consulted on business plan development, market analysis and strategic support including development of successful submission of Capital Restructuring Financing Program (CRFP) applications. A regular presenter at Trade Association conferences and educational seminars, Carla also develops material related to specific program operations and managed care that support the Associations’ members.
Carla earned her bachelor’s degree in Sociology and Political Science at the State University of New York at Plattsburgh and her Masters of Public Administration at the Rockefeller School of Public Affairs and Policy at the University of Albany.
