Launched in 2011, Governmental Investigations represents individuals and businesses facing federal, state or local government investigations. Our attorneys develop appropriate strategy for dealing with the particular governmental agency or law enforcement entity, from requests for records to search warrants and subpoenas, interviews, Grand Jury investigations, and trials and appeals.

- State licensing agencies often seek to discipline, fine, suspend or revoke licensed professionals, and we provide representation in such matters;
Governmental Investigations is led by partner David Ross, who has held numerous prominent positions within New York State government as well as county governments.
David Ross was the Acting Medicaid Inspector General for the State of New York for Governors Pataki and Spitzer. Prior to that, he was the General Counsel of the Office of the Medicaid Inspector General (OMIG), as well as the Director of all Medicaid audits and investigations for the OMIG. Before joining the then-newly created OMIG, he had served as a New York State Assistant Attorney General handling civil and criminal investigations as well as court cases.
In addition to Mr. Ross, Governmental Investigations consists of two highly experienced attorneys who collectively have many years of extensive experience practicing law both inside and outside the government, for the prosecution and the defense.
Richard Harrow is a 28-year veteran of the New York State Attorney General’s Medicaid Fraud Control Unit, where he conducted governmental investigations and prosecuted cases for 27 years. Mr. Harrow was the Regional Director of the New York City Region Medicaid Fraud Control Unit and also was the former Regional Director of the Albany Region Medicaid Fraud Control Unit.
Michael McDermott has extensive experience in criminal law, having served as Chief Assistant District Attorney in Albany and Rensselaer Counties. Mr. McDermott has supervised over 3 dozen homicide prosecutions, taking many to trial and verdict. He is also a court-appointed special prosecutor in homicide cases.
