He also worked extensively with the Medicaid Fraud Control Unit of the Attorney General’s Office on many cases of criminal fraud. Under Governors Pataki and Spitzer, Mr. Ross concluded his career in state government as the Acting Medicaid Inspector General. As the head of the OMIG, he was responsible for all statewide operations and 584 people in seven offices.

    Prior to his service at the OMIG, Mr. Ross held several positions at the New York State Office of Alcoholism and Substance Abuse Services (OASAS), including General Counsel, Deputy Counsel, and Associate Counsel. Prior to joining OASAS, he had extensive experience in criminal law and procedure, having served as an Assistant Attorney General in the New York State Attorney General's Office. He handled both criminal and civil cases and investigations throughout the state in addition to numerous Article 78 proceedings. Mr. Ross has also served as a Senior Assistant District Attorney and as an Assistant Public Defender in many County, City, Town and Village Courts.

    His principal practice areas include Medicaid, Medicare and private insurance audits & investigations; Medicaid compliance plans; all aspects of Health Law including Fraud and Abuse; administrative hearings; governmental investigations of all kinds, civil and criminal; Article 78 cases; and criminal defense.
